Update

Installing natural gas in new buildings is now optional according to Law 5069/2023 (Government Gazette 193/A/28.11.2023). The current legislative framework continues to apply if an indoor gas installation is built. If the owner wishes to install a natural gas network in a newly built property they must submit a design for the indoor gas installation, taking into account the provisions of Article 16 of the Law and the Technical Regulation on Indoor Gas Installations of up to 500mbar (Government Gazette 976/B/28.3.2012) which, among other things, require that boilers are integrated into the façades of the building shell and a vertical flue gas exhaust created. The above restrictions do not apply to existing buildings, i.e. buildings that had been completed by the time the design was submitted (which is to say, buildings with an officially stamped building permit).

Dear Partners,

Following reorganisation of the Companies in the Group on 2 October 2023, we’d like to inform you that as we align our Indoor Installations & Planning activities for our areas of activity, from hereon in, and in particular from 1 February 2024 onwards, the following documents/forms will need to be submitted in relation to each of the Company’s services referred to below.

Α. Planning designs (for newly built properties)

  1. Submitting a design for a newly built property

When submitting a new design to us for approval, the new form entitled Application for approval of a design for a natural gas installation in newly built properties must be submitted, as before. The file containing the design must be accompanied by floor plans, an axonometric diagram, calculations as well as a Technical Description. Where appropriate, and in accordance with the Regulation, it may also be necessary to submit frontal elevations or cross-sections. It is recommended that all documents, excluding the actual application form, be in one file.

  1. Submitting a request for inspection of a newly built property

Any request for an inspection to get a Construction Certificate must be accompanied by the following documents:

  1. Application to carry out an inspection of a natural gas installation in a newly built property, as before.
  2. Solemn Declaration from the Engineer

iii. Solemn Declaration on Good Workmanship

The above documents must be properly filled out and signed.

If in the past the building permit or any direct connectivity certificates for the property would have needed to be submitted along with the application, they will continue to need to be submitted. Any other forms or declarations are no longer required.

Β. Indoor Installations for temporary gas supply (Existing Buildings)

  1. Submitting a Property Design for temporary gas supply

When submitting a new design to get approval to connect the property to the natural gas network, the Solemn Declaration on Assignment & Assumption of Duties must also be submitted.

The design file submitted should include floor plans, an axonometric diagram, calculations as well as a Technical Description. Where appropriate, and in accordance with the Regulation, it may also be necessary to submit frontal elevations or cross-sections.

  1. Submitting a request for an inspection (compliance with approved design & applicable Regulation) & temporary supply of gas to the indoor installation

The following documents need to be submitted when requesting such an inspection:

  1. Technical Report
  2. Certificate of Compliance with the requirements of the Regulation

iii. Strength & Leak Test Certificate

  1. Operation & Maintenance Schedule for the indoor installation
  2. Meter reading reconciliation form, where required.

The above documents must be properly filled out and signed.

It should be clearly understood that the Technical Report, the Certificate of Compliance with the requirements of the Regulation and the Operation & Maintenance Schedule should be uploaded to the Certificate submission platform so that the site can be activated on the system. In the past the Engineer’s Solemn Declaration could be uploaded as an attachment.

  1. Submitting documents to obtain a Licence (final supply of gas to indoor installations)

The following documents must be submitted to obtain a Licence for an indoor installation temporarily supplied with natural gas:

  1. A Certificate of completion of the installation & configuration of the appliances
  2. Solemn Declaration on Good Workmanship
  3. The Fixed Combustion Devices Inspection & Settings Report

These documents should be submitted as a single file and sent electronically to f.kausis@ena-on.gr

 

  1. Reconnecting Indoor Installations

In the case of an autonomous heating system, central heating system or a professional who only uses heating with a stand-alone indoor installation for more than 1 year and in cases of commercial and industrial uses with a stand-alone indoor installation for more than 30 days, the Strength & Leak Test Certificate must be submitted again as well as a solemn declaration that the indoor installation has not been modified.

Note that if an indoor installation is reconnected after having been previously disconnected due to a gas leak , the Strength & Leak Test Certificate and a Solemn Declaration concerning repair of the leak must be submitted.

Please be extremely careful and make sure you only submit the forms mentioned above.

In addition, given that the choice of a specific device has an impact on the calculation of pipe pressure drop, the calculation of the chimney, and in cases where the exhaust gas system operates at overpressure, an updated fuel gas connection design must be submitted electronically for each individual property.

Consequently, we would point out that from 1.4.2024 onwards, a Natural Gas Design must be submitted for each new connection with a Delivery Point Electronic Identification Code , even in cases where a Natural Gas Design has been submitted in the context of issuing the building permit for all building facilities.

Finally, we remind you that gas appliances must undergo an annual maintenance check and the indoor installation must undergo a 4-year leak check . Enaon EDA may carry out spot checks to ensure that all installations comply with the applicable Regulation and current legislation.
